19. No person may manufacture, sell, distribute or install a unit referred to in section 18 designed to operate with a CFC or an HCFC.
No person may transform or modify such a unit to enable it to operate with a CFC or an HCFC.

19. No person may manufacture, sell, distribute or install a unit referred to in section 18 designed to operate with a CFC or an HCFC.
Despite the foregoing, the prohibition in the first paragraph does not apply if the unit has been converted to operate with a halocarbon other than a CFC or an HCFC, or with a substance other than a halocarbon.

19. No person may manufacture, sell, distribute or install a refrigeration or air conditioning unit designed to operate with a CFC, except if the unit is converted to enable it to operate with a halocarbon other than a CFC or a substance other than a halocarbon.
